As the New England Alliance for Children's Health Program Manager, Nicole Tambouret works on federal and state policy issues related to children's health. She was formerly the State Policy Director for the Massachusetts Immigrant and Refugee Advocacy Coalition, where she worked on state administrative, legislative, and budgetary advocacy with a strong focus on health care policy and access to benefits. Nicole has also worked in the Massachusetts Office for Refugees and Immigrants, within the Executive Office of Health and Human Services.
In addition, Nicole completed a clerkship with the Massachusetts Probate and Family Court, where she spent a year doing intensive legal research and writing, often on issues of child welfare. Nicole also interned with the United Nations Criminal Tribunal for the former Yugoslavia, as a member of a prosecution team pursuing war crimes convictions. She holds a law degree from Boston College Law School and a bachelor's degree from the University of Massachusetts.
Patrick M. Tigue, Senior Policy Analyst

Patrick M. Tigue specializes in performing policy analysis on topics related to children's health for Community Catalyst's New England Alliance for Children's Health initiative. In addition, Patrick focuses on private insurance policy issues related to the implementation of the Affordable Care Act at both the federal and state levels. He has also served as an Adjunct Lecturer in Public Policy at Brown University, teaching a seminar on health policy challenges.
Prior to joining Community Catalyst, Patrick was a Business Development Coordinator who performed Medicaid policy analysis at Neighborhood Health Plan of Rhode Island. He also has previous experience as a Health Data Analyst with the Rhode Island Office of the Health Insurance Commissioner. Patrick holds a bachelor's degree in English from the College of the Holy Cross and a master's degree in public policy with a specialization in health policy from Brown University.
