Second Round of CHIPRA Outreach/Enrollment Grants Awarded
Dear Partners,
Yesterday, the United States Department of Health and Human Services announced that it has awarded $40 million in grants to state agencies, community health centers, school-based organizations and non-profit groups in 23 states to engage in activities aimed at identifying and enrolling children in Medicaid and the Children’s Health Insurance Program. These awards represent the second round of outreach and enrollment grants authorized by the Children’s Health Insurance Program Reauthorization Act of 2009 (CHIPRA). Grants were awarded in five focus areas:
1. Using technology to facilitate enrollment and renewal ($20 million to ten grantees)
2. Retaining eligible children in coverage ($3 million to four grantees)
3. Engaging schools in outreach, enrollment, and renewal activities ($5 million to seven grantees)
4. Reaching children who are most likely to experience gaps in coverage ($10 million to fourteen grantees)
5. Ensuring eligible teens are enrolled and stay covered ($3 million to four grantees)
In New England, only the Maine Department of Health and Human Services received a grant award (for $1.8 million). Maine’s grant is in the technology category and will be used to permit families to: (1) update eligibility information and other data on line, (2) receive notices electronically, (3) communicate online with their eligibility worker in a secure environment, and (4) allow them to submit premium payments online.
